His background spans complex initiatives across the military, government, and private sectors including a residential subdivision near the Belize International Airport and another in the capital city of Belmopan for members of the Belize military.

Pivoting upon principled leadership that centers on morally sound values, Raymond builds consensus among diverse stakeholders while driving projects forward. He sets high standards and enforces accountability without fear or favor. His colorful educational background, including a Bachelor of Science in Aviation (BSA), a Bachelor of Laws, (LLB Hons.), a Master of Military Art and Science (MMAS), and a Postgraduate Diploma in Law (PGDL), coupled with over three decades of real estate experience provide the foundation for success. His proactive approach and analytical skills allow him to evaluate deals from every angle.

Lt Col (retd) Raymond W. Shepherd is a multi-dimensional leader who is competent on land, sea, and air. He is a certified military aircraft pilot instructor with over 3000 flying hours, a certified scuba diving instructor, and a certified jungle survival instructor. His hobbies include business development, windsurfing, sailing, snorkeling, fishing, traveling, and spending quality time with family and friends. He is the current vice president of the Belize Diabetes Association.
